The Brazilian government once more devaluated their currency by an absurd amount... when I sold my property in Brazil on 09/06/2008, 1 USD= 1.6 Reais... Two months later 1USD = 2.31

Well, the government went from "favoring" the imports to now supporting the export sector.. Would their next move would be reversing once more the trend?

Regarding the High taxes/CPF required/spending watch:
You forgot to mention the free health care or other social programs that have to be paid for. Can't spend if you don't have income. And there is high taxes because everyone LIES. Deals are made in cash/under the table and not recorded out of greed and it snowballed. People were greedy so reported less income and taxes increased and brackets decreased so more people lied, etc. Tax evasion is illegal even in the US but generally people don't lie, they find loopholes, not out honest or duty mind you, but because their income is easier to track. If, like in Brazil, it were difficult to track income, then you can bet the US would be keeping tabs on spending to rectify this because more US tax payers would lie too.

Oh, and since you don't allow comments in your resources:
Brazilians Vote With Their Feet article
You neglected to mention only the rich see the dictatorship as nostalgic. It isn't leftist or propaganda, even 50 year olds remember the death squads, the banned books and music, the fear, etc from the 60's. Even if you had money and brains but if you had an ideology similar to those who dodged the draft you couldn't even go to university. Just because you don't like the leftist will of the people doesn't mean it is wrong or ill-informed or propaganda.
I'd say the real progress is NOT in capitalism but in one were there is no profit at all.

The government encourages the exports and discourages the imports. Fall in the dollar would increase the exports and make imports more expensive.
